Restricting Background Data & Browsers

When I restrict background data, I can't download anything in Chrome. Like, saving a picture for example. Or an mp3..

But downloading works perfectly fine when I'm using Opera with restricted background data.

Any explanation as to why this is?

Using ICS, no root.

That is definitely puzzling likwid. It does not make any sense.
