Roaming issues

I've come home from college in eastern Pennsylvania to northern New Jersey, and I've been having issues with roaming, I cannot get it to stop. I've taken out the sim card for a few minutes, restarted it a few times, turned wifi on/off and even put it into airplane mode. I know not to dial *228 for fear it will toast my sim card. Anyone have an idea? Oh its a Verizon galaxy nexus with 4.1.1 Jelly B

Alright, so I live in Mexico and I have a Droid 4 with a carrier here (Telcel). I live right on the border so I cross over to the US about once or twice a week, and my phone will not roam at all. As far as I know, Telcel uses AT&T or T Mobile for roaming... I was wondering if I would be able to get it working at all or if I'm out of luck since this phone came from Verizon. Do any of you guys know anything about this?
