Rooted my phone, missing USB Debugging

So I rooted my phone. Now that I have done this, I no longer have the USB Debugging option.

So when I try to do things through the cmd promp it doesn't work. I'm thinking it might be because the Debugging option is missing so it might be disables.

Anyone know why this might be missing, and how to change it?

From home screen, Menu> settings> applications> Development> check USB debugging.

Never understood why it was hidden under applications.
