S3 and ringtone notification on receiving text

Anyone else having an issue where you get a partial ringtone ? Ringtone/notification starts but does not complete....not sure what issue is or how to correct. Thanks

My buddy has the same issue. When he gets a notification, he gets half a whistle. I curious to see what suggestions there are for this.
