Samsung Galaxy S4 Downloads MMS Pictures in terrible quality

I have a samsung galaxy s4 from verizon wireless, and ever since ive gotten it all pictures i get from MMS, are downloaded as either 20kb or 30kb files, turning them into terrible quality. I have tried receiving pictures from many of my friends who have different carriers, and its all the same. I have tried the stock messaging app and GO SMS Pro. Both have the same issue.

I am still running 4.3 since verizon hasnt gotten 4.4 if that makes a difference....

Anyone know what to do ? This is getting quite annoying :/

Have you tried exchanging pictures via email?
