Save Applications to PC? First?

Sorry if this is in the wrong place.
I know I can download Android applications from various places on the net straight to my PC. Can they be transfered to the SD card and run/installed from there? Would make life a bit simpler, especially for reinstalls.

They certainly can't be run or installed on the SD card.
