Read the last sentence... "where carriers and operators will allow." The locked bootloader is being pushed by the carriers, so don't hold your breath on this ever happening.

I feel like they just threw that in there to take some of the heat off of them. The other bootloaders on every other brand of phone have either been easily cracked or were open to begin with. My next phone (once my X contract runs up) will have an unlocked or cracked bootloader regardless of whether or not it's a Moto phone. I may even switch over to Sprint. Still haven't decided...

Edit: I doubt they'll unlock the X, but they'll ease up on future phones...
Still... one can hope!
