Screen timeout resetting

I have set my screen timeout 3 times today to 15 or 30 seconds...and it resets on its own every time to Never and my screen stays on indefinitely. Also I get random restarts once or twice every other day, which is fine, but WTF?

Lastly my battery is week and barely gets me through a work day 12 hours with wifi, gps off, bluetooth off. Less than 5 mins of calls, no internet use, but decent texting. Anyone else with similar issues?

I actually have the opposite problem. My phone is set to 15 seconds, even though I physically set it for 30 minutes. I would restart my phone so the setting could work only to find that it back to 15 seconds. It doesn't stay on the 30 minutes I set it for. Any help is appreciated.
