SD Card computer access

I'm having issues connecting USB to access my SD card. (Droid 2 global)

After connecting USB it take at least 2 minutes before the card is available to view in Windows explorer. The pesky Moto driver install drive is immediate.
I'm using a Dell Studio 17 with 4gb memory, Vista.

Using another Vista machine no issues.
 
You're saying that you don't have this problem if you use any other pc? If that's the case, what happens when you plug in just a plain thumb drive?

No issues using a thumb or accessing the SD card directly.
I have tried a suggestion from another thread and turned on USB debugging which allows quick access.
I hate using workarounds, does this indicate the cause of the issue?
I did uninstall the drivers and the Moto app from my PC after trying the USB debug and it did rid me of the task bar Moto connect icon.
If I remove the USB debug I am unable to access until I reinstall the drivers.
