Security Cam Viewer App + Webcam?

I remember stumbling on an app awhile ago that lets you look through security cameras on your droid. not sure where it was but ill try to find it and put up a link if anyones interested. now i was wondering if you could use something like this to look through your computers webcam through your phone?

can anyone help me set this up with my laptops webcam?

its asking me for my port number and the vendor of my camera. how can i find that stuff out?
