Skype or GV or another voip?

I am currently deployed in iraq, and i purchased my Droid X online then had it shipped here. I use it as my computer since i dont have a laptop i figured it would be a perfect substitute. Well i thought that until I got the phone and tried to log on to skype and it tells me i HAVE to be on the network for it to work (this is BS if you ask me) but life goes on. So then i looked around more and found Google Voice, i downloaded it, signed in, then an error pops up saying "cannot verify phone number". :angry:.

So here is my question, with only wifi is there a free voip? I have looked into truphone but i am wanting to spend the least amount of money possible. Any advice helps, thanks for reading
