I wouldn't call it a task killer. It goes through the motion of rebooting your device without having to wait for the phone to start up. It was fairly popular with the OG DROID on GB.

Does fast reboot also close any programs that might not be in use or anything like that? Almost like a task manager but not exactly like i know that it reboots all apps but it seems like it closes some as well

Motorola recommends that you power off your phone every day or so. This insures a "clean" boot and can normally eliminate some of the "crap" that builds up in the system. Disabling apps/bloatware that came on the phone is a good start. Unfortunately you have to root to disable many of the apps/services that came on the phone because there is not the ablilty to disable most of them (I'm not suggesting you root your phone...just saying). Get a cache cleaner...there's lots of them on Play Store and clean out search, history and other cache stores everyday or so. It can make a big difference. There are apps that will tell you which apps are running and how many resources they use. If you find an app that you've downloaded and it is eating up more resources than most anything else then maybe you need to decide how important that app is to you. There are apps that eat a lot of resources and in the process really bog down you phone...task killers are a prime example...and they eat battery.
