Slow internet through USB, no Internet through wifi

My phone gets 500kbs to 1mbs download speeds by itself, but if I plug into the computer through USB, my tethering speed is only at 50kbs. Also, when I try to use Foxfi, my computer connects to the phone but with "limited access." I have motohelper 5.5 and motocast. I also have my intel wifi driver up to date.

I have a Droid Razr
I use speedtest.net to test my speeds
I use the cable right out of the box
I updated my phones system
it runs android 2.3.6

anyone have any ideas?

I could just shoot myself.

I figured it out.

My phone speedtest.net app was set to check Kbps speeds. kiloBITs
My computer was set to check KB/s speeds. kiloBYTES

as for the FoxFi wifi hotspot. That fixed iteself with windows diagnostics. No idea how. Oh well. TY
