SMS ERROR: Cause Code: 95 / Error Class: 3 - Verizon HTC Droid DNA Unlocked

I recently purchase a Verizon HTC Droid DNA Unlocked from a seller on ebay, I am using my country (Brunei) Sim Card on the phone, currently i can receive calls, incoming and outgoing, i can surf the internet and i can receive sms, However when i try to send an sms text i receive pop up saying General Problems: SMS ERROR: Cause Code:95 / Error Class: 3

I have tried resetting the phone to get this error to stop occurring, I have change the default verizon APN to my local carrier APN, and the error still occurs

Any ideas how to fix this error? Hope all the techies will be able to assist me with this problem.
