SMS Not Receiving + Notifications

I've been having this problem since I got the phone, even after the latest software update. About 50% of the time, texts sent to me never arrive. Another thing is, when I do receive SMS about half the time there is no notification whatsoever. Meaning, it does not appear in the bar nor does it make any sound or vibrate. I have all these settings turned on in the messaging app and have tried toggling them on and off as well as resetting the data/cache and deleting my entire inbox.

Anyone else having this problem or know a solution?

EDIT: As far as the not receiving texts thing, I also tried dialing *228 and updating roaming capabilities a couple times with no improvement.

This is a known issue with the Ally and the X and is being worked on as we speak. The problem lies in both the X and the Ally have a different baseband (Component that controls how the phones communicate with towers) than the other devices do.
 
Well the only way I was able to get it to work again was a factory reset. I took it up to the Verizon store and they couldn't figure it out either so they decided to do that as a last resort... this leads to it possibly being one of the apps I installed. Of course I don't have any way of finding out which one that could be without trial and error..

I work for Verizon (corporate) and the baseband is the issue. We have received emails acknowledging the known issue. It has happened to phones with only the default apps installed. Do you happen to live in an area that used to be Alltel by chance?
