Unfortunately I have no answer if you did not root. Typically this is an error that I have seen when someone roots and removes a system app that is associated with blur. If you are not rooted then you could not have removed anything that would cause that. I can only assume your phone has a bug or flaw. If it is a new phone, I would take it back and get a replacement if I were you.
Unless someone else has seen this before on a stock phone and can give advice.......
