Sysctl Congif?

Can some one tell me what this does?

I enabled the sysctl support and it had already preloaded settings or they may just be stock but they go as follows,

min free kbyets 2048
dirty ratio 95
dirty background ratio 60
vfs cache pressure 50
Oom allocating task checked.

is this a good setup for this on my X for a normal user wanting the best of both worlds speed and battery life?
