Trace route without root?

Is it possible to trace a packet out without rooting? I need to figure out my external public ip for my router and I am loathe to call the isp

On your pc , go to www.ipchicken.com that will tell you your external (public) IP.
You can just click the link if on your WiFi and on your mobile device.
