Two text-to-speech questions (incoming calls and changing the accent pack)

Hello everyone, I have a couple of questions I was wondering if anyone could help answer. For reference the phone I have is the Motorola Droid.

1. How do I set the phone to speak the name of the incoming caller? My old phone had this functionality, but I can't figure out how to get this on the Droid.

Note that I just want to hear the name of the incoming caller, but not hear all menus spoken aloud.

2. Is there a way to add audio accents that did not come with the phone? I changed it to "British English" but would prefer "Australian English".

Thanks for any help! I am completely fine with paying for, and using, third party applications that would give me either piece of functionality.
