Unactivated D2 GB 2.3.4 icon question

So I just got my replacement DROID2, its defective digitizer is not my inquiry. Its shows a blue triangle which means it needs to be activated, but the WiFi meter and cdma signal meter are also blue, and sometimes they turn white
