I'm taking my wife to upgrade her phone using one of our dummy lines as upgrade can I still do that to keep unlimited . And switch it to her line later and drop the data on the dummy line?
I think I read somewhere on DF that this loophole has been shut down by Verizon. I think if you upgrade the dummy line you have to keep a data plan on that line for 2yrs

No. While you can still upgrade a dumb phone line to a smartphone line you are now required to keep a data plan on the line that was upgraded, for the duration of the contract (2 years).
This was implemented by Verizon on August 24, 2014.
