hi... on the Samsung galaxy s 3, how do you video chat? do I need to download an app? on the iphone, face time was already apart of the calling system.

Google Talk works pretty well for your Gmail friends. I think Google Plus Messenger can also video chat.

Yeah you can use several different apps;Tango, Skype, ooVoo and you can use google chat.

Video calling requires you to use an app outside of the phone dialer, and the person you're calling will need to have the same app installed and running on their phone. In addition to the stock Google Talk and Google+ apps mentioned by MrBunster, you can also download several different apps from the Play Store. Skype and Tango are two of the most popular.
