I'm not sure what this means.
If it's a free wifi location isn't it free when using your droid?

Can you elaborate on your question a little? It's free for others to be on your hot spot but it costs I think 20 dollars a month for you to activate it, if that helps.

Yep and I think that only covers something like 5gbs of data maybe less. Can't quite remember.

Not sure what you mean. If you're in a place that has wifi (McDonalds, Starbucks) you can use the wifi in the building for free of course. VZW Mobile Hotspot turns YOUR PHONE into a hotspot for other users, no matter where you are. So others around you can use YOUR 3g as wifi. This is what will cost you $20.

Reading verizon had wi-fi hot spots had me a little confused.
