what is "Internet connection mode"?

i'm wondering what this setting is. i know it tethers a PC to use the phone's Internet using a USB cable, but i also know that using the Wifi tether costs an extra $20 per month (free till May 15). is the Internet connection mode the same as the Wifi tether in terms of monthly charges?

I don't know for sure but I believe since this is only tethering to one device it might be free? I would like to believe this is true
