What is "USB Debug Mode"?

Occasionally when I plug my incredible into a power outlet an option called USB Debug comes up. What is this for and what can I do when in USB Debug mode?

USB debugging is intended for development purposes only. It can be used to copy data between the computer and the device, install applications on the device without notification, and read log data.
 
Thank you that helps. It sounds like it is something that I do not need right now. It also sounds like something that should only happen when plugged into a computer, why then does it sometimes go into degug mode when plugged into a wall outlet? Is something off with the phone software ability to detect what it is plugged into?
 
I leave debugging on all the time. It doesnt interfere with anything. But I couldn't say why it comes on when plugged into the wall.
