I believe it's a frequency hopping scheme to prevent someone from recording your conversation on a single cell channel. If it's disabled you will transmit on a single channel.
I looked at ask.com and their answer is that voice privacy is encryption, and that Verizon does not support it. Thus, if ask.com is correct, it doesn't matter if it is enabled or not.

Though Verizon doesn't support it, it can cause your phone to have an echo so it's best left or turned off if your phone gets an echo in voice calls. I've personally had it make calls sound lousy and/or have a terrible echo.
It is basically a mimic of cdma and was no longer useful after carriers stopped using AMPS (analog)
