Why does texttone require a 3rd party app?

I cant help but wonder why this phone, with all the magnitude it can do, does not have the simple option to save a sound/music file as a texttone? Changing the ringtone is simple, so why does texttone require a 3rd party app to do such a simple command?

Is there some kind of law or license agreement that restricts phone companies for allowing this?

Whats a texttone? Like do you mean the notification ringtone for your text messages? Go to settings/sounds/Nofication ringtone and choose what you want.
