Wifi Calling on Note 4 while out of USA (VZW carrier)

Hello all if this info is somewhere else I apologize I searched, and didn't see it. VZW says they don't offer WifI calling in Costa Rica. Does anyone know of an APP that would make this work? Does skype do this and will it work on android properly now? I've seen a bunch of reviews that it did not early on and still is iffy. Is Tango an option? Anything else? Thank you in advance for the suggestions.

Hmm based on what I read it doesn't work outside the US and US territories. Thanks though.
