Wifi comes on by itself

If I use wifi for a while and then shut it off via the drop-down menu, it will still come back on if it detects a hotspot nearby and seems to do this for about two days.

How can it come back on if I've disabled it?

Go back into settings and touch the word WiFi instead of touching the check box. You'll see a setting called Auto Connect and Show WiFi Pop Up. You should be able to uncheck them.

Settings -> WiFi -> Auto Connect

Keep in mind, if you uncheck them you will need to turn wifi on when you wish to use it.

That's the idea. I rarely use wifi and when I disable it, I expect it to remain that way.
