Are you using the Caller Name ID app (by Verizon)? Or some other Setting / app to make the phone announce the callers name?

I could be mistaken, but I think that Caller Name ID is a service provided by Verizon and is enabled & disabled on the Verizon website.

Here is a link to the Verizon FAQ page for Caller Name ID, with instructions to disable the service. Here is a screenshot of the instructions also.

I have never used the Caller Name ID feature, so hopefully these instructions are up to date.

It's an app moto has installed with bloatware. You can disable it in apps.

I forgot to mention.... Welcome to the forum Old driver, I saw that was your first post. I am just guessing here, but I am guessing that Verizon sold you a new phone and enabled their Caller Name ID service since it is free for the first month and then costs money each month after that. If so, disabling it on their website should push that change to your phone. If that's not the case, then there are other options & Settings that will read out Caller names (as Miller6386 mentioned). If you have a chance, check your account on the website per the link posted above and see if the Caller Name ID feature was enabled. If it was not we can take it from there.
