AT&T Alters Their ‘unlimited data' throttling policy After $100M fine from FCC

It looks like the pressure from the FCC (in the form of a $100 Million fine) had an impact on AT&T's shady business practices. They raised the data throttling cap from 3GB of HSPA data or 5GB of LTE data in a billing period to 22GB. Here's the press release:

I thought they only throttled when you were on a congested tower, like my work tower that I rarely get 1Mbps down.
