flashing blue light

Since updating to ICS there is a flashing blue light in the upper right corner of my phone next to the 3G and above the bars. Does anyone know what this is and why it's flashing?

It seems to be an ICS thing. I've seen it at times, mainly when I have no cell signal.

UPDATE: It's the Femocell Indicator and has to do with Network Extenders.

I had the same thing. I suspected it was Handcent, so I went into Handcent settings and changed the notification color to orange to confirm that Handcent was causing the flashing LED. Sure enough, that is what was causing it.
