Download the Motofail exploit from the linked web page. Here are the instructions from the file:

1. Ensure you have the latest drivers installed from Motorola
2. Put your device in debugging mode
3. Attach it via USB
4. Run this script in the same directory as the rest of the extracted zipfile

No. Unzip it on your PC. Install the appropriate Motorola drivers for your OS. Put your Bionic in debugging mode and plug it into your PC via USB cable. Then double-click the run.bat file you extracted from the zip file.

I tried and it keeps saying "adb is not recognized as an internal or external command, operable program or batch file"

So does this mean i cannot root?

No, this is to root .902. If you are on a Windows PC and installed the correct Moto drivers for your version of Windows, it should work. Your phone also has to be in USB debugging mode. Make sure you extract all files from the zip into the same folder and run the batch file from there.
