App Download Problem. Is Marketplace down?

I'm completely new to droid phones but today I decided to go out to verizon and get an HTC Droid Incredible 2 and since I got it I tried to download apps. for every single app i've tried to download I get the grey bar and underneath it says "starting download" but it won't actually download. I'm able to use the internet and wifi although for some reason I get 1 maybe 2 bars tops. Is the marketplace actually down or is this something else?

I've heard there's some 3g issues. Does it not work over wifi either??
I just updated 4 apps a few minutes ago.

and no it did not work over wifi either and i've been trying to get it to work for about 4 hours now on and off
edit: I currently switched on my wifi and in my house I get no bars and when I dont have my internet I still have no bars. It jumps to two and then quickly goes down to zero yet im getting texts and my internet browser works fine

Try a factory data reset, its a bit of a pain but could help

yeah all I needed to do was to reset my phone and it started working
