Are there any roms that don't have wifi tether blocked?

Note that there seems to be a cadence to stopping and restarting Open Garden. I get the best results if I start it up, let it sit for 20 seconds or so, shut it down and wait for the signal indicators (wifi and 3g) to fill in and then start it up again.

I've seen the same thing. But I can't reliably get the unwanted Wifi program to stop. I've even started it on purpose and looked for it in bloat freezer and was unable to find it. I don't know how to proceed from here.

Anyone else?
