Can't install ssl certs from downloads on pixel running Android 9

When I try to install an ssl cert on my device from the downloads folder, the certificate is greyed out. I have previously successfully done this under android 8.

What do I need to do to install the certs under android 9?

The cert is from letsencrypt and is being used on a private email server (dovecot).
