Is the frequently called list the same as the Favorites list? If it is, couldn't people just set their own favorites by starring them in their contacts list, and thus make it so frequently called number that are not starred won't appear?

Check out the app Tiger. It monitors the Frequently Called list and prevents contacts from ever appearing on it without having to manually clear the list.
