DND issues with android 13 and do not disturb mode notifications and exceptions

Steps to reproduce
Set notifications to something above 0
Turn on DND mode
Turn off DND

Volumes are not restored and need to be manually set

Also did not disturb exceptions do not work while DND is on

Unclear if the issue is with android 13 or the samsung UI update that goes with it
