Does anyone else have this issue??

Biggest con is that your data will be used anytime you have a poor Wi-Fi connection. I turned it off immediately after my first or second bill...
I think you're thinking of "smart network switch" or whatever it's called. Allowing it to scan for WiFi to assist with location is a separate deal entirely.

Ahh. You know, you're right. I didn't look at the option since upgrading to Lollipop. They are separate settings now. On KitKat they were combined, which made no sense to me.
