Droid 2 Plan Question HELP!!!

Well im planning on getting a new phone and i need a phone that can be used as a modem so i was thinking about the Droid 2 as i need a phone that i can use as a modem for my laptop well im planning on gettiing it but i read that i need to pay Extra $20 to be able to tether i was asking if theres a way i can use the phone as a droid without paying the $20 dollars?

If you root the phone (voiding your warranty), you can tether for free.
