There Have Been Times I've Had To Run It 2 Or 3 Times In A Row. Be Sure Debugging Mode Is Checked Under Settings>Applications>Development And The Phone's USB Connection Is Set To Charge Only Mode.

Had a glimmer of hope... Found a thread on how to remove the files from froyo root through adb.... Still no luck. When you are saying rebooting... You are just turning it off and on again right?
