Have you tried removing the sd card and then booting it up in Safe Mode. Also try booting the device up without the sim card and without both and see if it allows it to boot up successfully.

Mine continues to boot, never getting to a menu or different screen. It just gets that reactor looking video going constantly. I hold the power and volume down buttons and it goes dark, then the Motorola logo, then the reactor video and that is it
