Well, it sounds like the only thing the phone will do is boot into the bootloader. And since a dog (can be a chewy, messy, slobery [is that a word?] beast) it might have sustained some moisture damage as well. Very BAD.
So, I know you said you tried RSD Lite, but give this one try:
Restoring your phone when all else fails-LAST RESORT AND VERY RARE!!!
If that doesn't work, then an insurance claim _could_ be in order. And to follow up, instead of shooting the dog, either find it another home with cheap electronics, or get the SOB a f'n muzzle!
