Droid Motorolla Contact Green Dot / gmail chat ????

OK, i have a question i hope someone can answer. Why does another person who has me in their contact list show a green dot next to my name on the chat line? Sometimes its yellow too. Even when my phone is off and i am not online my phone sometimes shows another party a green dot. Why is this left wide open this way>?

On the main contacts screen, one of my contacts starts out with her name just like the rest, then has a little circle with an x in it (for google chat) then the green phone symbol. When you click on that name name one of the fields is chat. So I can tell just by looking at my main contact page if they are online and can chat. How can I get the other gmail based contacts to do the same thing? They are show up on my chat list on my pc, but not the droid. Everything looks the same when I edit contacts except on the droid the "chat" field is there, but on the pc no such field is there.
