I've figured out the problem. For some reason, jar.exe is not being recognized or working correctly. I dont know why this is only an issue with you guys, and for myself and others it is working correctly.
Please make sure your environmental variable for your java jdk folder is set.
For instance, I have this as an environmental variable: C:\Program Files (x86)\Java\jdk1.6.0_18\bin
Please also go to the folder and make sure that jar.exe is found inside it.
Let me know if this fixes the issue.
If it doesn't fix the issue, go into command prompt and type "jar.exe" and hit enter. If a usage menu comes up, then your environmental variables are set correctly, and the issue is somewhere else. If not, then you need to correct the issue, redownload the latest java sdk/jdk, and reset the environmental variables.
