The reason Apple can release updates to all phones is simple - there is only one phone! And up to now only on one carrier!

Try 185 carriers in 90 countries. Main reason is OEM and OS developer are one in the same. Their size and reputation for quality is why a company like VZW would defer to them, since VZW does play a role in the lack of updates because they aren't going to have OEM incompetence cause service issues for their users.

On top of Google releasing an update, you have to realize the manufacturers will have their own customizations, HTC Sense, Motoblur. AND to make it worse, the carrier (Verizon) will add their own bloatware. This unfortunately has to happen before we get pushed any kind of OTA update.

If you're desperate and NEED the latest and greatest, you can always go with a custom Gingerbread ROM.
