How do i get Verizon Location Agent off of my Hydro?

Greetings, does anyone know how to root a Kyocera Hydro and remove or turn off Verizon Location Agent? It is draining my battery and gives me the warning screen so often it interferes with actually using my phone. Thanks

I have tried force stopping it, it turns itself back on throughout the day. It doesn't give me the option to disable. The button s there, but inactive.
