I am sorry that i find this post inthe mid-2018, but, just to be clear:
In the past 3-4 years the phones' screens began to support hovering mode, primarily Samsung, starting from Galaxy S4. It is also called "Glove mode" or "Extended touch sensitivity". On my current Xperia M5 i have the option in the settings, but can't find out how to simulate hovering, while on Galaxy S4 there were a lot of options in the Settings.
