Does the stock Task Manager not do a good enough job of this? Is it (stock Task Manager) being held back by the fact that only user selected apps are disabled when phone 'times out' as opposed to always disabling select apps?

Task manager is the same as any task killer. It kills the apps, sure, but that becomes a problem when the app tries to relaunch itself (just as it did in the first place) over and over while the task killer tries to repeatedly kill it (if you set the app to the autoend list). In the end, your battery gets drained harder by the looping process of opening/forceclosing apps continuously.
Only way to stop bloatware is to get rid of it (i.e. freeze, rename, move, or delete it with root).
