Ok, got it and I see:

Try putting your boot animation in this format.

Also, just looking as Wasabiwa's post, he indicates that for RezROM ICS you should have the bootanimation named Vigor_VZW_bootanimation.zip in /system/customize/resource.

i tried editing the .txt file no luck

I looked in system/customize and there is no file named Vigor_VZW_bootanimation.zip the boot animation thats stock for the phone came from system/media. also in system/media is the downanimation.zip

Have you tried removing hTC_bootanimation.zip? That thing can hose the boot process. It's also very useless.
